Help heater stuck on hot

   hi chaps, first off thanks to all the good reads and topics iv read.
i have a 2001 lt35 2.5 TDI 109.

i have a really annoying fault (being summer) the heater is stuck on hot, iv taken the head unit out to gain sight of the cable operated heater control valve but as far as i can see and feel the cable is attached and turns the valve but yet somehow heat still comes out of the matrix?

does anyone have a clue whats going on and how i can fix it?

	If you can see the the cable at both ends and can see the valve being opened and closed then sounds like it broken internally let hot water in constantly.
